Senate

From the Galactic Civilizations Wiki

The senate is the main government body, where delegates are selected from each of the planets under control. The amount of control a player has over the senate is determined by the type of government the civilization currently has.

Every player starts the game with an Imperial Government, and can progress to other forms of government where the leader has less control of the senate.
